He has served as the City Administrator of Neodesha\, Kansas\, and the City Manager of Texarkana\, Arkansas. Rumbelow has a Bachelor of Science Degree in History from the University of Texas at Tyler\, and a Master of Public Administration Degree from the University of Kansas.\n\n\n\nAMPT - Advancing Modern Professionals for Tomorrow is the Grapevine Chamber's Young Professionals group for ages 21-39.
